홀트아동복지회 소개(NGO)

​

정의

1955년 미국인 홀트 부부(Harry Holt ＆ Bertha Holt)가 한국전쟁으로 발생한 혼혈고아 8명을 입양한 것이 계기가 되어 설립된 사회복지기관

설립목적

‘모든 아동은 가정을 가질 권리가 있다’는 정신을 바탕으로 부모가 없는 아동들에게 새로운 가정을 찾아주고, 입양아동들이 사회구성원으로 자랄 수 있도록 건전한 입양문화정착을 위해 설립

연원 및 변천

초기에는 주로 전쟁고아들의 양육 및 국외입양을 전개하다가 1957년부터 국내입양을 시작하였으며, 1965년부터 가정위탁양육제도를 도입하여 아동들이 입양될 때까지 위탁가정에서 양육

1972년부터 미혼 부모 상담을 실시하고 있으며, 1975년부터 전국의 아동복지시설 아동을 대상으로 하는 문예작품 공모, 1982년부터 저소득 가정의 중·고등학생을 위한 장학사업, 1997년부터 사회복지 전공자들을 위한 사회복지논문 공모도 실시

서울 합정동에 본부를 두고 부산·대구·인천·대전·광주·전주·마산·춘천·성남·수원·포항에 11개 지방아동상담소를 운영, 미혼부모상담 및 국내입양상담, 지역사회복지 프로그램을 실시

또한, 경기도 일산에 300여명의 장애인들이 생활하고 있는 홀트일산복지타운 및 홀트요양원을 운영하고 있으며, 뇌성마비 및 정신 지체인을 위한 특수학교인 홀트학교를 운영

그 외 서울에 아동일시보호소 1곳과 저소득 맞벌이가정을 위한 어린이집 2곳, 수원에 어린이집 1곳, 전주에 영아원 1곳을 각각 운영하고 있으며, 부산과 대구에 종합복지관을 두어 탁아, 무료급식, 무료진료, 청소년공부방, 취업교실, 교양강좌 등 저소득 지역주민을 위한 다양한 프로그램을 실시

1976년부터 국외에서 성장한 입양인 및 입양가족들의 모국방문을 주선하고 있으며, 1992년부터 18세 이상의 입양인들이 모국의 문화와 언어, 역사와 전통을 배우고 체험할 수 있는 모국연수 프로그램(HOLTINTERNATIONAL SUMMER SCHOOL)을 실시

2000년대 들어 가정복지연구소를 설립하고, 결혼이민자 가족지원센터와 종합복지관, 미혼모자시설을 개원하여 아동뿐만 아니라 청소년, 미혼모, 장애인, 저소득층, 외국인이주노동자가정 및 지역사회에 전문적인 사회복지서비스 지원을 확대

Definition

In 1955, the American Holthold and Bertha Holt were founded as a social welfare institution for adopted eight biracial orphans in the Korean War.

Purpose of establishment

Every child has the right to have a family of children who have the right to have a new home, and foster a healthy adoption culture to encourage adoption of a child as a social member.

Origin and transition

In the early stages, it began adopting domestic adoption and adoption of domestic orphans since 1957, and adopted the foster care system since 1965, and adopted the foster care system in foster care until adopted by children.

Since 1972, it has been conducting a single parent counseling program for children with children's welfare facilities nationwide and a scholarship program for children majoring in children's welfare facilities and social welfare programs for children from 1997 to high school in 1997.

Headquartered in Hapjeong-dong, Seoul, POSCO E&C operates 11 local children counseling centers in Busan, Daegu, Incheon, Daejeon, Gwangju, Jeonju, Seongnam, Suncheon, Seongnam, Suwon, Suwon, and Mapo.

Also, it operates Holt Ilsan Welfare Town and Holt Primary School, where 300 disabled people live in Ilsan, Gyeonggi Province, and operates a special school, a special school for cerebral palsy and mental retardation.

In addition, there are two daycare centers in Seoul, one for children and one for low-income children, one for children in Suwon, one for children in Suwon, one for children in Suwon, one for children, and one for low-income children.

Beginning in 1976, adoptive adoptees and adoptive families have been arranged to visit the motherland, and since 1992, people aged 18 and older have implemented a hob-intensive program to learn and experience cultures, languages, history and traditions of their motherland.

홀트아동복지회는 한국전쟁 직후인 1955년, 전쟁과 가난으로 부모를 잃은 아동에게 새로운 가정을 찾아주는 입양사업을 통해 설립되었으며, 보건복지부 제47호 및 사회복지사업법 제 16조에 따라 설립된 사회복지법인입니다.

설립자 해리 홀트 씨는 고통 속에 있는 아이들을 위한 특별한 부름에 응하여 한국 고아 8명을 입양한 것을 시작으로 우리나라의 입양사업과 장애인 복지사업을 위해 부인 버다 여사와 함께 모든 재산을 바쳤으며, 아이들이 지낼 곳을 마련하기 위해 직접 산을 개간하고 밭을 일궜습니다. 삶의 마지막 순간까지 아이들을 돌보다 숨을 거둔 해리 홀트 씨는 그가 손수 일군 홀트 일산복지타운에 묻혔습니다.










오늘날 홀트아동복지회는 '사랑을 행동으로' 보여 준 해리 홀트 씨의 정신을 이어받아 입양 사업은 물론 아동, 청소년, 미혼한부모, 장애인, 저소득계층, 다문화가정 등 우리 주변의 소외된 이웃에게 다양한 복지서비스를 제공하는 사회복지 전문기관으로 자리잡았습니다. 또한 2017년 4월 유엔 경제사회이사회(UN ECOSOC)로부터 특별 협의지위(Special consultative status)* 를 획득하였습니다.

*UN이 NGO와의 협력을 강화하기 위해 만든 장치로써 UN과 NGO간 협력의 플랫폼이며, 경제사회이사회 활동분야의 일부영역에서 특별한 역량을 갖추고 있는 NGO에게 부여된다.
